- Vegetable oil for frying
Instructions
- Cook ground beef in a skillet until browned, then add garlic, soy sauce, oyster sauce, sugar, and black pepper; simmer for 5 minutes.
- Soak rice paper wrappers in warm water for 10-15 seconds until softened.
- Place beef mixture and basil leaves on the lower third of the wrapper, fold sides, and roll tightly.
- Fry rolls in hot vegetable oil until golden brown, about 3-4 minutes per side.
- Drain on paper towels and serve with dipping sauce.
