Instructions
- Mix flour, baking powder, salt, and pepper in a bowl.
- Whisk eggs and milk in another bowl.
- Combine wet and dry ingredients gently.
- Fold in corn, cheese, and green onions.
- Heat oil in a skillet over medium heat.
- Fry scoops of batter until golden, about 3-4 minutes per side.
- Drain on paper towels and serve warm.
